Oh yeah! And it's not like CSS can't also do blinking on top of everything else (text-decoration: blink), although in light of a11y considerations, conforming user agents are not required to actually blink anything.

Firefox does, by default, but you can disable this in about:config by setting browser.blink_allowed to false. No such facility exists for other creative CSS abuses, naturally. :)
