I went further down Route 11 again last night; it didn't take long until the road left the dry land and crossed the water (albeit only briefly — it took a turn to the right and soon continued on the land again).
There was a yacht anchored there, so I took a brief peek inside and sat in an elegantly-furnished waiting room for a bit before meeting up with friends, as usual. I don't think anybody would've minded, since it was open to the public; on the other hand, the area, unusually enough, had damage enabled. Maybe they prefer to let intruders in so they can shoot them. :P
In any case, it was nice, even if my visit was very brief. And here's a bonus screenshot, BTW, showing the yacht from the outside, as seen from the road:
